A nor'easter in late May? Yes, it can happen, and the second half of the week will illustrate that with the Northeast seeing a nasty mix of rain, gusty winds and chilly temperatures. The National Weather Service near Boston bluntly summed up the unpleasant forecast in their discussion Tuesday morning: "A late season nor'easter likely brings a cold windswept heavy rain to the region late Wednesday into early Friday." -The Setup:Two areas of low pressure will affect the Northeast Wednesday through Friday – one across the interior, and another low forming off the coast. It's the coastal low that will eventually become a weak nor'easter as it crawls northward near New England. -Remember:The only requirement for a coastal storm to become a nor'easter is winds coming from a northeast direction off the Atlantic. Nor'easters can range from intense, with snow like we sometimes see in winter, to nuisance ones like this, which only bring rain and gusty winds. (MORE:Nor'easters 101) -Timing The Rain:Steady rainfall will spread into the mid-Atlantic, southern New York and southern New England Wednesday, then across most other parts of New England and New York Wednesday night. On Thursday, the most soaking rain will be in New England and eastern upstate New York, but showers will linger in the rest of New York, parts of New Jersey and Pennsylvania. Widely scattered showers might continue in the Northeast into Friday, especially across the interior. The highest summits of northern New England could see snowfall at times Thursday into Friday. -Rain Impacts:Rainfall could be heavy at times, so pencil in extra time if you are traveling. Some locations could see totals of 1 to 2 inches. Localized nuisance flooding is possible, especially in urban and poor drainage areas, but we don't expect a widespread threat. Another area of concern for possible flooding is recently saturated parts of the Central Appalachians, including from southwest Pennsylvania to western Maryland and northern West Virginia. -Wind:Gusts over 40 mph are possible on the New England coastline Thursday, and some minor coastal flooding can't be ruled out from Chesapeake Bay to southern New England. -Keep That Jacket Handy:This weather pattern will also keep high temperatures 10 to 15 degrees colder than average, with highs only in the 50s for much of the region. Corey Boyd, 19, was taken into custody in New Orleans on May 20,according to Louisiana State Police. He fled the Orleans Justice Center while being held on charges of second-degree murder, second-degree attempted murder, aggravated battery, and threatening a public official. Boyd now faces an additional charge of simple escape.Four other escapeeshave also been captured within New Orleans city limits and are now being held at the maximum security Louisiana State Penitentiary, according to the state Department of Public Safety and Corrections. The five who remain at large "are considered to be armed and dangerous,'' Louisiana Attorney General Liz Murrill said, who lauded efforts to recapture the escapees. Jail employee Sterling Williams, 33, has been charged with multiple counts of being aprincipal to simple escapeand malfeasance in office. Williams told investigators he complied with a demand from one of the inmates to shut off the water to a cell, allowing the escapees to rip out a toilet and sink unit and climb through the hole in the wall that was created, Murrill said in a statement. In the arrest affidavit, Williams said one of the inmates threatened to stab him with a "shank" − a homemade knife − if he didn't follow instructions. Jermaine Donald, 42, was charged with second-degree murder, according to parish records. The governor's office said he also faced charges of aggravated battery and possession of a firearm, according to the governor's office. He pleaded not guilty in April 2024,the Times-Picayune/NOLA.comreported. Derrick Groves, 27, was convicted of two charges of second-degree murder and two charges of attempted second-degree murder in October in connection with a shooting during Mardi Gras in 2018, according to astatementfrom the district attorney's office. Groves has been awaiting sentencing on a manslaughter charge since October, according toa news release from the governor's office.He also faces a charge of battery against a correctional facility employee, theAssociated Pressreported, citing court records. Antoine T. Massey, 32, is charged with domestic abuse involving strangulation and theft of a motor vehicle, according to Orleans Parish records. There also is a warrant for his arrest in St. Tammany Parish for second-degree rape, second-degree kidnapping, domestic abuse involving strangulation and violation of a protective order involving battery stemming from an incident in November, a spokesperson for the parish's sheriff's office told USA TODAY. Leo Tate, 31, was charged with burglary and drug possession, parish records show. The governor's office said Tate also was charged with theft of a motor vehicle and was sentenced in federal court for being a felon in possession of a firearm.NOLA.comreported Tate has also been sentenced to 10 years in prison for obstruction of justice, citing jail records. Lenton Vanburen, 26, was arrested on charges of second-degree murder and armed robbery,New Orleans police said. Vanburen also faced charges of possession ofsuboxone, an opioid often used to treat addiction, and battery of a correctional officer, according to parish records. The daring escape froma long-troubled facilityhasput some of those closest to the crimes of the fugitives on edge, while other New Orleans residents say they've been going about business as usual. Tess Gonzales, manager of Daisy Mae's Southern Fried Chicken & Breakfast, said there's been some worry inside the bustling diner about the five escaped inmates still out in the streets, but there's also relief now thatfive have been captured in five days. "It's both yes and no. There's some concern for our safety because they are dangerous criminals," Gonzales, 53, told USA TODAY. "But it's not like we're going to stop living our lives." Meanwhile, the prosecutors who put at least one of the inmates behind bars are worried. BANGKOK (AP) — Thai officials on Wednesday said they planned to tighten regulations on cannabis sales after cases of tourists attempting to smuggle the drug out of the country soared in recent months. Thailand became the first country in Asia to decriminalize cannabis in 2022, which has boosted Thailand'stourism and farming and spawned thousands of shops. But it's facing public backlash over allegations that under-regulation has made the drug available to children and caused addiction. The ruling Pheu Thai Partyhas promised to criminalize the drugsagain, but faced strong resistance from its partner in the coalition government which supported the decriminalization. Thailand's Health Minister Somsak Thepsutin said at a press conference that officials are aiming to roll out new regulations in coming weeks that will tighten control on the sale of cannabis, including requiring shops to sell cannabis only to customers who have a prescription. He emphasized that it is against Thai law to bring cannabis out of the country without permission from the authorities. Airport officials said they have tightened inspections to detect smuggling attempts, adding that most people found with cannabis in their luggage are foreigners, especially Indian and British nationals. Last week two young British women were arrested in Georgia and Sri Lanka for alleged attempts to smuggle cannabis after they flew there from Thailand, according to the British media. Britain's government said a joint operation with Thailand in February resulted in over 2 tons of cannabis seized from air passengers. It said that since July last year, over 50 British nationals had been arrested in Thailand for attempting to smuggle cannabis. It also said there was a dramatic increase in the amount of cannabis sent to the U.K. from Thailand by post since the decriminalization in 2022. In March immigration authorities and police said 22 suitcases filled with a total of 375 kilograms of cannabis were seized, and 13 foreigners, most of them British, were arrested at the international airport on the Samui Island. Thai officials said the suspects were hired to travel to Thailand as tourists then traveled to Samui, a popular tourist destination, where they would wait at the arranged accommodation to receive the suitcases with cannabis. They would then be instructed to travel from Samui to Singapore, and then from Singapore back to the U.K., where they would be paid 2,000 pounds ($2,682) upon completing the job.
